First off, you can't nest JSP tags that way... Try this -
<s:url id="urlPlugin" namespace="%{#attr.myBean.myProperty}" action="myAction"> If you don't get the value you want or expect, try using <s:property /> with your OGNL expressions for a while until you get what you want.
