Any bean registered as com.opensymphony.xwork2.config.PackageProvider (since 2.1 I think) will be loaded and added to the configuration. So the short answers is yes, you should be able to mix regular action definitions with bundled actions. The plugin still needs some love, but it is functional, feedback is apreciated.
