Are you using the struts 1 portlet bridge? (http://portals.apache.org/bridges/multiproject/portals-bridges-struts) Haven't used it myself, but I'd be surprised if the framework didn't support creating portlet urls. I have only used a WebSphere Portal-proprietary extension which (from what I remember) created portlet urls automatically.
