The sentence "As of Struts 2.0.11.3/2.0.12/2.1.3 the includeParams constant defaults to 'none'." seems to be wrong: In file "org\apache\struts2\default.properties" in "struts2-core-2.0.14.jar" it is "struts.url.includeParams = get", and my app showed also this behaviour (parameters of GET request were added to my s:url result).
