It appears that including a commons-logging.properties file triggers the use of commons-logging by Velocity, and the Avalon logging isn't necessary. For those trying to get Velocity working on their project, using velocity-deps.jar might be an option (instead of plain-old velocity.jar), but it includes some classes that might interfere with whatever you want to load. Configuring a commons-logging.properties file seems like the most flexible choice.
