Not a cache issue on my side, I try this on several servers around the world and get the same:
[vps1]~ $ wget --quiet -O- http://struts.apache.org/2.x/docs/resources/space.css | grep resource /* Could not locate resource: /includes/css/master.css */ /* Could not locate resource: /includes/css/wiki-content.css */ .... Do you get a different result ? Perhaps some cache in apache.org... ?
