Great news for Struts2 developers.
As far as I know, there is no good open source Struts2 plugin for Eclipse.
MyEclipse provides such one, but it is an commercial product, you need a
subscription.

NetBeans has a good plugin for Struts2 development,
http://nbstruts2support.dev.java.net.
