If you are planning to use the Axis2 TCP transport here, you will have to get the latest snapshot build of the transport from the Axis2 trunk. Content type support was implemented recently in the TCP transport. Then you can follow something like sample 265 [1] to implement your scenario. You will have to set the transport.tcp.contentType parameter to text/plain in the proxy service.
