AFAIK, there is no such a tool for Apache Synapse. Having said that, there are some vendors utilizing Synapse as their mediation engine for ESB <http://wso2.com/products/enterprise-service-bus/> and they have developed a plugin/tool <http://wso2.com/products/developer-studio/> for creating synapse configuration for eclipse.
