I have just downloaded from [1] as indicated, then
unzip syncope-standalone-2.0.7-20171207.164626-71-distribution.zip
cd syncope-standalone-2.0.7-SNAPSHOT/apache-tomcat-8.5.24/
chmod 755 bin/*sh
./bin/startup.sh
At this point, I went to
http://localhost:9080/syncope-console/l
logged in with default admin credentials, then navigated to Topology.
All was working fine there: why do you say that "there are no bundles
present"?
I am on GNU / Linux: which platform are you running on?
