I suggest you to use a more up-to-date version like  2.1 

mvn archetype:generate \
    -DarchetypeGroupId=org.apache.syncope \
    -DarchetypeArtifactId=syncope-archetype \
    -DarchetypeRepository=http://repo1.maven.org/maven2 \
    -DarchetypeVersion=2.1.3

Or 2.0

 mvn archetype:generate \
    -DarchetypeGroupId=org.apache.syncope \
    -DarchetypeArtifactId=syncope-archetype \
    -DarchetypeRepository=http://repo1.maven.org/maven2 \
    -DarchetypeVersion=2.0.12

Check the start guide on https://syncope.apache.org/docs/
(you can still follow your source info but the layout is a little different)
