I want to use it from python, so there's no problem closing the writing
side of the socket. And now I don't have the HTTP overhead.

The problem sounds as if the netcat command you're using on Windows
has trouble closing it's end of the TCP connection after it has sent
the full file to the server. Without a partial close of the
connection, Tika has no way of knowing whether the document has
already been fully transferred or if there still are some bits to
read. As a result the server just blocks waiting for more bytes or the
end of stream from the client.
