This was resolved after I built the M.E.T.A. plugin from svn. I think I was dealing with vestiges of 2.3.2 config files. upload service is starting up now just dandy.
I also managed to convert my extended user stuff and got that all working. There were some changes that I noted, but can't think of all of them right now. However, these things should be written down to help others who are migrating. Mostly, some user management stuff I had custom built previously wasn't happy with the old getUsers(Criteria c) method which returned a user array.
