I am checking Tuscany 2.02M and there are one change in header from composite file.
Now-----> xmlns="http://docs.oasis-open.org/ns/opensca/sca/200903 Before--->xmlsn = "http://www.osoa.org/xmlns/sca/1.0"; I know you are moving from osoa to sca. But I can not use SCA tools in Eclipse with this header. I can not use the graphical design tool because this header.
