I'm using Eclipse Version: 3.4.0 (Ganymede) and I've
installed SOA Development plugin (that have SCA Tool Feature - Tuscany
Support) only adding this
URL<http://download.eclipse.org/stp/updates/galileo/site.xml>in Help->
Software Updates -> Add Site ...
For Java Run and Debug Tuscany, read

explains some tips.
I'm new here and will appreciate experienced users opinions.
