The correct spelling is definitions.xml, not definition.xml.  Perhaps
this is why it isn't working for you.

What definition.xml (or definitions.xml) file were you using?  This
wasn't attached to your last email.

I'm not able to run the test program that you attached because of a
reference to a file that I don't have:
 C:/tusacny16-samples/itest/policy-security-basicauth/resources-ucf.jar
I thought this test was based on policy-security-token.  Why is there a
reference to policy-security-basicauth, and what is resources-ucf.jar?

The test program also includes a reference to
 C:/tusacny16-samples/itest/policy-security-basicauth/src/main/resources/
and I'm not sure why you are including this.

I'm also rather dubious about the reference to
 "http://L3AW203:8085/HelloWorldServiceWSComponent";
in the testWSViaNonSCAClient)( method.  What is L3AW203?

I think it would be best if you could create a JIRA for this problem and
attach a self-contained zip file with the complete contents of the test
that you are running.

                Could you try to run policy-security-token itest with
the attached source. BTW, this issue is in SCA 1.6.

This message means that there is no policySet in your definitions.xml
