I have recreated this problem. It's caused by a bug in Tuscany,
and I have a fix for it.
Please create a JIRA with the problem description from your original
email. When the JIRA has been created, I'll assign it to myself and
check my fix into the 1.x trunk.

There aren't any Java package declarations in these files.
Can you try adding package declarations to see if that makes
any difference to the problem?
