I do remember trying to build uimacpp on cygwin and running into an APR problem with type definitions. This was about 5 years ago. There was some basic incompatibility with underlying windows, or something like that, which led me to quickly give up on this effort.
We also believe that most windows users would want to use native windows development tools and have put effort towards that.
