UIMA Ruta Workbench in development mode

Hi,

in the next release and in the current trunk, UIMA Ruta Workbench can
only be started in development mode (started using the sources) with an
eclipse installation > 3.7. It should work with eclipse 3.8 and it is
tested with 4.3.
