I am also experiencing this issue when using Cygwin 1.7. I've run the "update_cygwin.cmd" manually and saw that its unable to regenerate the keys. I decided to try and capture my image using the older Cygwin 1.5 and the update_cygwin.cmd was able to regenerate the keys correctly allowing the reload process to complete.
