If you are not seeing any LDAP groups, go to Privileges->Additional User Permissions, select an admin user group that you are part of, click Manage User Group Permissions, and check the "Manage Federated User Groups" (either global or affiliation only one), and click Save Selected Permissions. Then, you should be able to see the LDAP based groups. I think this functionality was introduced in 2.3.1, but I don't remember for sure. Aaron C. is correct that there is not a way to only allow additional reservations if they are for a different image.
