Be sure to include the "@local" affiliation for the username such as:
xmlrpc_username=vclsystem@local

I haven't experienced this problem, but there's a chance things won't work
correctly if you have unusual special characters in the password.  As a
test, you could try to set the password to something alphanumeric and
modify vcld.conf accordingly and then try the "Test RPC-XML Access"
function again.

If you continue to have trouble, there are probably some warning messages
being written to /var/log/vcld.log as a result of setting the password or
testing RPC-XML.  This output would be helpful for troubleshooting.  To
isolate the "vcld -setup" output, you can direct the output to a specific
log file via the command line:
vcld -setup -log=/var/log/vcl-setup.log

Please clean out any passwords and send the log file output.
