To have VCL mirror user group membership, it needs to be configured according 
to the section titled "Mirroring LDAP User Groups" on the following page:

https://vcl.apache.org/docs/ldapauth.html

Also, the user groups are not mirrored in until someone that is a member of 
the user group logs in to VCL or is looked up under User Lookup (and possibly 
with the "Attempt forcing an update from LDAP (User ID only)" box checked).

Have you done both of these things?
