Not strictly a Velocity issue, of course, but note that without <td>'s
(as in your original example) this is not valid HTML.  Different
clients will display this differently.

I wonder is there a way to have logic that sences a page end and not cut off
a table mid print job?

Example:

You can see that this is a big table with tables in it Each inner table that
has #foreach can have a variant of <tr>'s I need the <tr> to end and not
print in the middle of a split like a pair of scissors cut cell.

Is this possible?
