yeah, Spring 2.x does a much better job of supporting VelocityTools
1.3.  if it helps encourage you, know that our move to from Spring
1.2.x to 2.0.x was very smooth.  They did an impressive job of keeping
backwards compatibility for most users.

I put a log statement into the constructor and it gets called 8 times.  See,
with Spring, I load a DispatcherServlet for different servlet paths.
Each one
of those has its own toolbox (not sure if that's good or bad or
indifferent).
So, 8 toolboxes get loaded up so I see logs for 8 AlloyBrowserSnifferTool
constructors.  But none for init().

Very strange indeed.

i'm out of ideas for now, and i don't really have time right now to
pull up the Spring 1.2.8 source and look around for other ideas on
what it might be.

perhaps later...  in the meantime, maybe someone else here or on the
spring forums can shed some light on this.
