There are several pacakges around here that let you do this. You can
generate documents in some generic XML format that will later be
published to either HTML or PDF, or even try to directly convert HTML
documents to PDF (check the xsl-fo and fop projects).
But in any case, those concerns are not directly linked to Velocity
since you will only use Velocity to produce the XML or HTML files from
template files. Velocity, as a template engine, ignores and doesn't care
about the language of the files it's rendering as long as they are texte
files.
