My suggestion would be the Veloeclipse plugin: http://propsorter.sourceforge.net/veloeclipse/
It contains a xml/html smart editor along with velocity syntax, so it sounds like it may be a good fit for you. It provides debug console hyperlinks to template files when errors occur which I find infinitely useful.
