All the plugin docs are generated automatically by
reference plugin - so plugin description and
parameters are coming from javadocs, as well as tag
description 
( tags are internally interfaces mapped with xdoclet
tags itself ) 

So it boils down to having good javadocs :)
( All the commiters heard me? :) ) 

Best way to force us to improve this is to file JIRA
issue - it is not so easy to foget as email.
