Sergei, Any chance the Tomcat instance you're restarting is on 66.11.8.174:8080? In that case, try setting the property lookupServiceOnStartup to false.
This will let the XFireClientFactoryBean know that the service is not yet available when it starts up (since it is in the same Tomcat that is still starting up), and it will only try to access the WSDL on the first call to the service.
