So, I'm a bit confused. Is there something I can do
in the WSDL to not have the service spit out the <out> element
Do I need to some how force the SOAPBinding.ParameterStyle.BARE
instead of SOAPBinding.ParameterStyle.WRAPPED

Wrapped isn't a real style, its just the way how wsdl and soap message is build. so you don't find word "wrapped" in wsdl.
