Thanks, but I also tried the whole set without the "classpath:" at the 
beginning.  I think it has to do with the value needing to be a URI.  In 
addition, items under WEB-INF should not be 'referencable' by users of a 
web-app (I believe that is part of the servlet spec).For now I left it as 
classpath:mywsdl.wsdl.

How do I correctly reference that in the <wsdlURL> tag?  I have tried things
