Try turning on GC logging in both the server and the client, verify that GC isn't running for long periods of time (3 sec in your case). GC pauses are often a cause of this type of issue. Could be the network, but seems unlikely. See also: http://wiki.apache.org/hadoop/ZooKeeper/Troubleshooting
