I found the 'Fix Version' of ZOOKEEPER-1000 is set to 3.5.1.
Does it mean that the feature will be available in ZooKeeper 3.5.1?

I believe the use of UDP for leader election has been deprecated, so it should 
be all over TCP. We have talked about supporting ssl (see ZOOKEEPER-1000), but 
it isn't an implemented feature yet.
