Our paper <http://www.cs.technion.ac.il/~shralex/p2309-shraer.pdf> on optimizing the configuration of distributed storage was recently accepted to the International Conference on Very Large Databases (VLDB). It basically shows that reconfiguration can be used to significantly improve latency.
