The userland-incorporation package has been reintroduced, which locks all
the userland packages together, regardless of whether they have any actual
interdependencies. This is for addressability of any given builds, as well
as to be able to define a supportable releases.
I believe, though, that you can simply uninstall the incorporation, or you
can run
pkg change-facet version-lock.image/imagemagick false
and then only imagemagick would be free to move as you will.
