I'm not sure that forcing the presence of ssh is really the right thing for tar, but expect that ssh will be on most systems, so maybe it's not that much harm. Is there a bug filed against GNU tar to have dependencies on the packages delivering compress, gzip, and bzip2? And I think the expected interface to set the remote shell in configure is the environment variable RSH -- at least from looking at configure.ac.
