The discussion in the bug revolved around the same two schools of thought that you are putting forward, namely that it is either a doc bug or a parser bug. The parser bug people are using the argument that NTP V3 allowed it. However, since it has been open since 2007 with no progress, we should probably treat it as a de facto doc bug. Remember the old adage that a feature is just a bug that has been documented."
