That section is functionally obsolete, but what it means in terms of what
to put in that section is still up to the people who manage that process,
and I can't really speak for them, though it certainly seems like the
process hasn't fully caught up with the technology yet (and that the
technology isn't yet up to the task of making this a completely smooth
process).
So, my answer is that I don't know, but the people building the gate should
take the package as it gets built from the gate and do the appropriate
massaging for you. Nothing else really makes sense.
As an CRT advocate I can say that I was not instructed to ignore the
deliverables lists in RTI. So it's up to the gatekeepers to ask. I'm
CC'ing Adam who is Userland gatekeeper.
Adam, there is ongoing discussion about lists of deliverables in the
sustaining RTI for gates using pkg instead of svr4 packages. Development
says that it's not technically needed. Sustaining has to provide them
because it's the process. Would you have any comments from the
gatekeepers side?

On a similar note , for Solaris 11U1 webrti states that deliverables should not
be listed (only in the edit view mind, not the e-mail which states 'None') but
Solaris 11SRU does expect us to list the deliverables, following example from
RTI 357699:
