Tested by doing a "gmake clobber" in .../components/tcl/tcl and then
doing a "gmake publish" in the dependent component directory (tk and
expect).
All good here.
A bikeshedding note: at least this is confined to one module, perhaps if
there are other instances of interdependent modules it would be possible
to generalise this in future?
