Norm and Mike had some good suggestions off-list, so I've put up a v3:

The major changes are that you no longer have to update more than one list
of runtime versions when adding or removing them; everything keys off of
PYTHON_VERSIONS and PERL_VERSIONS. Plus, rather than having that large awk
script in ips.mk (which I actually was able to shorten, too), I'm now
generating helper transform files in the makefile. I don't know if that's
any cleaner than the awk script, but Norm suggested I try, and this is what
I came up with.
I've verified that the .published manifests are identical to those
generated by pyver-v2.
