I'm getting below access denied error when trying to connect to Archiva from
Maven using a user in a Global Repository Manager role:

Checklist:
1) The user in question is granted the Global Repository Manager role
2) I'm able to login to Archiva Web interface as the given user
3) Maven settings.xml properly reference user's credentials and associate it
with the correct repository
4) The direct URL works

Archiva is running on Tomcat 7.0.12 on Windows.
The above "external-releases" repository is defined as a proxy connector for 3
remote repositories, including Maven Central Repository where the artifact in
question resides.
This looks like a bug but perhaps I'm missing something. Does anyone know what
could be the problem?
