That's not the problem. The problem is that by default the CloudStack Agent doesn't pass a CPU mode/type to Libvirt and thus Libvirt emulates a Qemu Virtual CPU.

CentOS 9 doesn't like this and panics.

Take a look at this setting: https://github.com/apache/cloudstack/blob/main/agent/conf/agent.properties#L187
