i think you have to provide all supported locales in your faces-conig :
Probably the english one is the default locale, if there is no such config.

<locale-config>
<default-locale>de</default-locale>
<supported-locale>de</supported-locale>
<supported-locale>en</supported-locale>
<supported-locale>ru</supported-locale>
</locale-config>
<message-bundle>errors</message-bundle>
