Scenario: I have a consumer of a persistent queue that is prefetching
messages. I'd like to implement a timeout on the broker side to timeout the connection and release all prefetched messages back for redelivery if the consumer hasn't ack'd back any message in some configurable period of time.

I'm currently running on ActiveMQ 5.1, but will be releasing 5.3 soon and
would like to target a solution for ActiveMQ 5.3

There is a an InactivityMonitor attached to the transport - the default is 30 seconds - see http://activemq.apache.org/configuring-wire-formats.html This is to monitor for dormant clients, zombie sockets etc - which might provide you with what you want ?
