Just to make sure, you're using KahaDB as the broker store? The priority groups are Low (<5), Medium (5) and High (>5). Individual numbers (eg, 9 or 7) are treated as "high" and are not differentiated. That is, you could see 7 before 9. But you shouldn't see 3 before 9.
