Messages only flow around the network on-demand. So, unless you have configured the brokers to specifically collect messages for specific destinations (not a simple thing to do), then messages only move to other brokers when there are consumers on those brokers.
Network TTLs may cause messages to get stuck though. They are designed to prevent never-ending passing of messages around a network. With that said, it sounds like you may be expecting the brokers to deliver all messages to all consumers. That's only true with Topics.
