Your earlier descriptions sounded like PFC kicked in for the whole-store limit but not the per-destination limit, which would have been a bug. Does this email mean that it's kicking in for the per-destination limit after all?
I have wiki edit rights and I've also felt that the PFC documentation wasn't the clearest for people who don't already understand it intimately, so I'll take a crack at improving it when I get some time.
