Hello James-

First thing— You have an inconsistent url — change "static:(failover:”  to 
uri=“masterslave:(tcp://hosta,tcp:hostb <tcp://hosta,tcp:hostb>)” .. 

Network Connectors imply failover and retry, and the ‘masterslave’ discovery 
does a connect HOSTA, then HOSTB convention.
