Make sure you start the broker in a clean environment, i.e. no data
directories.
Then it will fail. I just noticed it will startup if some of the data
directories exist.

I'm adding these lines just above <managementContext>.
However, as soon as I add this section to the activemq.xml, the broker
no longer starts up. No errors or warnings.
