Sorry we should have notified the user list with this change. We had a 
discussion on the dev list to reduce the release sizes and we axed this one. 
Can you please create a JIRA issue at [1] and mark it as a blocker for version 
0.10. We will bring this back to the nest release. 

For 0.9 you can download the source pack or checkout the tag [2]  and once you 
build the source, cd to modules/distribution/xbaya-gui and build the jnlp as 
'mvn -P default,jnlp,zip-jnlp clean install' this will create a 
xbaya-jnlp-0.9.tar.gz within the target folder.

For you convenience, I uploaded a file I just built of the tag, you can 
download it from - http://people.apache.org/~smarru/tmp/xbaya-jnlp-0.9.tar.gz
